Looking at people in the Bible, we can often see them getting themselves into big trouble because of fear. Fear doesn't protect people.
I sometimes wonder what their lives would have looked like if they had displayed full faith in God instead of fear.
I think we all need to work on the fear factor. I mean, if you really think about it, if we're going to get eaten by a lion(or whatever), it's going to happen whether we are afraid that it might happen or not. Why waste three perfectly good years wondering if we're someday going to be cat food? Might as well enjoy our lives until we get there and...it may never happen. If it does happen, God will give us the strength to go through it at thgat time. God gives us grace for today's burdens, not tomorrow's.
I would say that it is a legitimate thing for unbelievers to have a fear of death though, hopefully it will lead them to faith in Jesus.

For God hath not given us the spirit of fear; but of power, and of love, and of a sound mind.
