That's an interesting statement. "I will have mercy on whom I will have mercy..." In the books of Samuel. God forgives David for adultery and murder, but does not forgive Saul for failing to kill someone quick enough. This might seem strange to us, but the point is that God chooses how much mercy he will have and on whom. We have to remember that only He knows the person's heart. Not only do we not have the right to judge God's decisions, we don't even have all the necessary information.
